English Language and Life in the UK test for all visa applicants for Indefinite Leave to Remain from October 2013 從2013年10月起所有永久居留簽證申請者必須通過英語考試
The UK Border Agency (UKBA) published a statement of intent in June 2012 on family migration. This Statement outlined the new rules on English language for all visa applicants applying for indefinite leave to remain (ILR) in the UK. From October 2013, all applicants for settlement will be required to demonstrate a knowledge of language and life in the UK by 1) passing the Life in the UK test and 2) presenting a speaking and listening qualification at intermediate level (Common European Framework of reference level B1 or above). This rule will apply to all applicants including their dependents between 18 to 65 years old at the time of ILR application.
An applicant, with a previous application to the UKBA that included a successful presentation of a genuine English language qualification at B1 level or above, should be able to continue to rely on the qualification as evidence of B1 level speaking and listening skills.
Level B1 denote that you can both communicate in English independently and be able to express yourself in familiar situations (eg describe experiences and events, dreams, hopes, ambitions and briefly give reasons and explanations). You would also be expected to have a reasonable understanding of situations that are regularly encountered at work, in school, leisure, etc.

Applicants may be granted a further 30 months leave to give them more time should they fail the English test at B1 level and the Life in the UKrequirement at the ILR stage. If applicants pass this component during this period and they continue to meet all other requirements, they may still apply for ILR. If they still remain unable to meet the knowledge of language and life in the UKrequirement, they may be able to apply for further leave, although the time period for this is as yet unspecified.
If you are anxious about passing your knowledge of English and the life in theUKtest, I would recommend you spend at least 9 – 12 months in preparation before the submission date of your ILR application.

如果申請者在申請永居時尚未通過英語考試，但已符合所有其他申請要件，他們將被批準一個為期30個月的簽證，讓他們準備英語考試。這段期間，只要他們還繼續符合永居申請其他條件，一旦一通過英語考試，就可辦理永居申請。如果申請人在簽證到期前仍未通過B1英語考試和英國生活英語考試，他們將能夠申請居留簽證，一直到他們通過所有考試。
如果你擔心你的B1英語考試和英國生活英語考試，我會建議你至少在9個月到12個月永居申請前，就提前準備。
