What is Tier1 (Exceptional talent)？
UK Border Agency (UKBA) has introduced a new scheme, namely Tier 1(Exceptional talent), to attract exceptionally talented individuals in the fields of science, humanities, engineering and the arts, who wish to work in the UK.

Background
Since 6th April 2012, there was a significant decrease in the number of international students’ applications to the UK universities as the UKBA had stopped accepting post- study work visa applications. Currently, the UKBA is eager to encourage international talents to come or to stay in the UK to work by offering 1,000 work visas to those talented graduates who apply before April 2013.

How to apply?
The applicants can apply to the UKBA directly by filling in visa application forms as well as one of the designated competent body application forms and supporting documents. The UKBA will send your documentation to the Designated Competent Body who will advise the UKBA if you meet the endorsement criteria. The UKBA will then consider and make a decision on your application.

Endorsement by a Designated Competent Body
Depending on your academic background, you should choose to apply to one of the following Designated Competent Bodies:

  • Arts Council England – for arts and culture applications;
  • The British Academy – for humanities and social science applications;
  •  The Royal Society – for natural sciences and medical science research applications; and
  •  The Royal Academy of Engineering – for engineering applications.

Number of visas available
The first 500 visas were issued between 6 April 2012 to 30 September and the second 500 will be issued from 1 October 2012 to 5 April 2013.

The length of the visa
The length of initial entry visa is for 3 years and 4 months. If you successfully apply to extend your stay, you will be able to stay for another 2 years.

Settling in the UK
You may be able to apply for permission to settle permanently in the UK (also known as ‘indefinite leave to remain’) when you have been in the UK for 5 years, if:

  • you are still economically active in your field of expertise; and
  • your application for settlement is not opposed by the designated competent body that endorsed your initial application; and
  • you have spent all 5 years of the qualifying period in the Tier 1 (Exceptional talent) category, and not in any other immigration category.

英國國境局（UKBA）近期推出一項新簽證項目，第1級（特殊人才）工作簽證，目的在吸引希望在英國工作且於藝術, 文化, 人文, 科學領域才華出眾的個人。

背景

自2012年4月6日起，因為英國國境局停止學士後工作簽證的項目，國際學生申請英國大學的數量顯著減少。英國國境局目前提供1,000個工作簽證，致力鼓勵國際人才來英國或留在英國工作，這些有才華的畢業生必須在 2013年4月5日前申請。

如何申請？

申請人可直接向英國國境局申請並填寫簽證申請表格，以及指定的主管機關申請表格和準備支持文件，英國國境局會將您的文件寄送到指定的主管機構，主管機構會向國境局建議，你是否滿足認可的標準。國境局會考慮及決定您的簽證申請結果。

獲得指定的主管機構的背書

根據你的學術背景，你可以選擇以下指定的主管機構之一：

  •  英格蘭藝術委員會-文化及藝術申請書 (Arts Council England – for arts and culture applications);
  • 英國學院 -人文科學和社會科學申請書 (The British Academy – for humanities and social science applications) ;
  •  英國皇家協會-自然科學和醫學研究申請書 (The Royal Society – for natural sciences and medical science research applications );
  •  英國皇家工程協會-工程應用申請書 (The Royal Academy of Engineering – for engineering applications)。

 簽證數量

自2012年4月6日至9月30日，國境局已發行500個簽證，自2012年10月1日至2013年4月5日國境局將發行另外500個簽證。 

簽證時間

第一個入境簽證的時間為3年4個月。如果你申請延簽成功，延簽為期2年。

在英國申請永久居留

 當你已經在英國居住5年，您可能有權申請永久定居在英國的簽證（也被稱為“永久居留權”），如果你能證明以下：

  • · 在專業領域上有經濟收入和;
  • · 幫你入境簽證背書的指定的主管機構不反對你提出永久居留權的申請;
  • · 你在英國有第1級（特殊人才）類別共5年的簽證，不含其他移民類別。
